New motivations, opportunities and challenges from the Land Law 2024 and related laws

Speaking at the opening of the workshop, Ms. Nguyen Thuy Duong, Editor-in-Chief of Merchant Magazine, said that the Land Law (amended) has been receiving the attention of all people, of all levels, branches, localities and especially of the business community. Because, under the scope of policymakers, the Land Law is directly related to 22 other laws and regulations. Or it can be said that this is a big law, which has a profound impact on all aspects of socio-economic life as well as the interests of businesses and people…
The National Assembly’s passage of the Law on Land (amended), along with the Law on Housing (amended) and the Law on Real Estate Business (amended) and taking effect simultaneously from August 1, 2024 has met the requirements of synchronously completing policies and laws on land management and use in accordance with the institution of developing a socialist-oriented market economy. so that land resources are managed, exploited and used economically, sustainably and with the highest efficiency; meeting the requirements of promoting industrialization, modernization, justice and social stability; ensuring national defense and security.
Moreover, the law, when put into practice, is expected to have a positive impact, creating a “push” to promote the recovery of the market and create a legal foundation for the healthy and sustainable development of Vietnam’s real estate market in the coming time.
However, in order for these important laws to soon come to life and be implemented effectively, the most important requirement is that the decrees, circulars and guiding documents under the law must ensure completeness, quality, detail, and specificity to avoid overlapping, applying the law wrongly.
Ms. Nguyen Thuy Duong highly appreciated the large presence of policymakers, experts, businesses as well as the media present at the workshop. At the same time, it is expected that the workshop will bring part of the results and useful knowledge for all those who are interested in putting the Land Law into practice.
At the workshop, the speakers focused on analyzing and clarifying the outstanding new points of the Land Law 2024 and identifying difficulties and pressures to face, proposing policy recommendations to seize opportunities, remove obstacles, and open up the real estate market in 2024 and the following years.

According to the speakers, the Land Law 2024 has many new contents that are breakthrough, innovative, and improve the effectiveness and efficiency of land management and use. However, in the context of the world economy and the internal economy is facing many difficult problems in many fields, in order to remove all the problems of the current real estate market, it is necessary to have synchronous coordination between departments, ministries, branches and localities.
At the same time, the effective implementation of the new provisions of the Land Law 2024 needs to be closely associated with decentralization and decentralization with inspection, examination and supervision, promptly detect violations to rectify and overcome, and take strict and regulated handling measures to deter and overcome.
